Development and transformation of electoral systems in Latin America, 1900-2024

Abstract

This paper presents the results of a research that analyzes the historical evolution of electoral systems in twenty one countries in Latin America and the United States. In order to contribute to this area of study and complement existing information, a database tracking the evolution of electoral systems in the region has been updated. Electoral rules in the Lower Chambers of each country are observed, allowing for comparison between unicameral and bicameral systems. Additionally, two novel indexes are described: the Proportionality Potential and the Personal Vote Potential, which help understand how district magnitude impacts proportionality and the personalization of the vote, respectively.
